THE U.S.–TRANSATLANTIC 7-YEAR PEACE & RETURN ACCORD

A PLAN FORWHAT COMES NEXT.

For generations, America has debated what should be done about one of the most consequential chapters in its history.

The U.S.–Transatlantic 7-Year Peace & Return Accord proposes a different question:

“What if those who want to remain Americans remain Americans—and those qualifying descendants who desire another future are given a voluntary pathway to choose one?”

A historic settlement. Permanent repatriation. National restoration. Covenant restoration. And the beginning of a new relationship between the United States and the proposed Nation of the Hebrews.

SEVEN YEARS. ONE COMPREHENSIVE FRAMEWORK. A PERMANENT CHOICE.

THE PROPOSAL AT A GLANCE

Four figures define the proposed seven-year framework.

INDIVIDUAL SETTLEMENT · NATIONAL CAPACITY

01INDIVIDUAL SETTLEMENT

$1 MILLION

PER QUALIFYING PARTICIPANT

The Accord proposes a $1 million individual settlement for each qualifying descendant who voluntarily elects participation and completes the legally authorized process contemplated by the proposal.

02NATIONAL INFRASTRUCTURE

$50 BILLION

PERFORM THE WORK.  ·  BUILD THE NATION.

04SECURITY PARTNERSHIP

SEVEN-YEAR SECURITY PARTNERSHIP

The proposal calls for $1 billion annually for seven years, subject to negotiation and lawful authorization, to assist the development of professional institutions and national capability during the founding period.

BEFORE WE TALK ABOUT BUILDING A NATION, FIRST LOCATE THE LAND.

WHERE ISBIR TAWIL?

Bir Tawil lies in northeastern Africa along the Egypt–Sudan border region, east of the Nile and west of the Red Sea.

For readers unfamiliar with Bir Tawil, its location becomes much easier to understand when viewed in relation to places they already know.

THE PROPOSED SOVEREIGN HOMELAND

BIR TAWIL.

A PROPOSAL FOR A HOMELAND ESTABLISHED THROUGH NEGOTIATION.

The Accord identifies Bir Tawil as the proposed sovereign homeland and national headquarters of the proposed Nation of the Hebrews. It calls for a diplomatic process involving Egypt, Sudan, the United States, and representatives of the proposed nation to examine the territorial, legal, diplomatic, access, infrastructure, transportation, trade, aviation, security, movement, and recognition frameworks necessary for such an outcome.

FIRST, BUILDTHE NATION.THEN MOVETHE PEOPLE.

The Accord proposes that population growth follow demonstrated receiving capacity—not the calendar alone. Infrastructure, institutions, services, employment, and essential systems must be capable of receiving people before settlement expands.

The founding workforce contemplated by the Accord emphasizes engineers, builders, water specialists, electricians, healthcare professionals, educators, logistics personnel, administrators, entrepreneurs, emergency personnel, and other capacity-builders needed to establish and operate essential infrastructure, institutions, and services.

POPULATION GROWS ACCORDING TO DEMONSTRATED CAPACITY.

A NATION IS BUILT COMMUNITY BY COMMUNITY.

NOT JUST HOUSES. COMPLETE COMMUNITIES.

The Accord proposes development through complete communities designed to place housing, employment, education, healthcare, markets, public services, mobility, utilities, digital connectivity, and community life within a functioning local system.

COMMUNITY SPACE

A COMMUNITY IS MORE THAN A COLLECTION OF HOMES.

Its scale and form would be adjusted to geography, infrastructure, water availability, economic function, and demonstrated receiving capacity. The objective is to develop places where the systems of ordinary life exist together—not settlements that require those systems to be added later.

PEOPLE SHOULDN'T JUST HAVESOMEWHERE TO LIVE.THEY SHOULD HAVESOMEWHERE TO BUILD A LIFE.

Complete communities are intended to create the conditions for ordinary life to flourish—where homes, opportunity, education, healthcare, commerce, recreation, and community exist together.

CONCEPTUAL DEVELOPMENT VISION
A NATION CANNOT LIVE ON CONSTRUCTION ALONE.

BUILD AN ECONOMYTHAT CAN OUTLIVETHE FOUNDING PERIOD.

The Accord proposes using the founding period not simply to construct infrastructure, but to develop the human and economic capacity required for long-term independence—skilled trades, professional services, local enterprise, manufacturing, artisanship, technology, agriculture, logistics and entrepreneurship.

The Accord separately proposes negotiations with Israel concerning approximately 25 acres comprising the lower city of Tel Arad. Israel would retain sovereignty and applicable regulatory jurisdiction, while the proposal seeks examination and negotiation of a covenant-stewardship framework, subject to agreement and applicable Israeli law.
